Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: January 27, 2026 ITEM: 4.c. <br />ITEM DESCRIPTION: Noise Ordinance <br />Background <br />The City currently has a noise ordinance in place to address noise during specific hours. The ordinance was <br />updated in 2018 to add some exceptions to the variance process to provide staff with some flexibility to <br />address public impacts that may be more impactful than construction noise. Currently, exceptions only <br />include emergency work and City projects that meet the following requirements: <br />• Sewer lining projects which take more than 12 hours per segment. <br />• Water main or valve replacement work which would impact a significant number of residents or <br />businesses during normal working hours. <br />• High traffic areas where a lane closure or full road closure is required, but doing so during normal <br />working hours would create a significant impact on the general public, residents and businesses <br />surrounding the work area. <br />All other noise issues require a variance from City Council. This typically requires 30 days to get the <br />variance, as public notice to residents needs to take place and the items need to be put on the next <br />available agenda that meets notice guidelines. There are many other public agencies, such as Ramsey <br />County, that would benefit from having some exemptions to the variance process. <br />The noise ordinance memo attached details many reasons why changes to the ordinance would be <br />beneficial and how other cities near Roseville address similar issues. <br />The draft proposed noise ordinance tries to address some of the concerns mentioned in the memo. The <br />major proposed changes are to allow the City Manager or Public Works Director to provide exceptions to <br />other public agencies. The exemption would be limited to less than three days of impact outside of allowable <br />working hours. Further, the request would need to show an overall public benefit such as unreasonable <br />project delays or increased costs.
