Citv. at its esHeediscretion. will repair or replace the mailbox. The Citv will replace with a standard
metal mailbox and a 4' x 4' treated post. Alternatively, tThe City w1-m4y reimburse up to $40,
provided the property owner has contacted the Public Works Superintendent or Street Maintenance
Superintendent within 72 hours of the damage for verification and authorization. The propertv
owner will be required to submit an itemized statement of materials. Newspaper boxes installed
under mailboxes do not allow for snow equipment to pass under and can cause an indirect hit to the
mailbox. See Exhibit E for Citv and postal mailbox standards.
ii. If a mailbox is damaged due to indirect contact, including the force of snow generated by the snow
removal vehicle, the Citv assumes no responsibility. It is necessary for homeowners in this climate
to use materials and construct mailboxes that will withstand the force of a snow windrow off the end
of a snowplow.
iii. A propertv owner assumes all risks and responsibilities for replacement of mailboxes and supports
that are constructed of materials such as, but not limited to, brick and mortar, stone aggregate,
ornamental railings, or antique type support.
c. Private Accesses
i. Most of the mainline plowing vehicles are equipped with a front plow and side wine for two -pass
plowing of most residential streets. Plows are angled to the right for plowing from the centerline of
the street toward the outside edge of the street. A certain amount of snow will be deposited into
driveways and private roadways abutting curb lines. The Citv will not remove snow from drivewav
entrances regardless of whether it has been cleared of snow before the City vehicle arrives. The City
does not plow or perform ice control on anv private streets, accesses or driveways for anv reason.
d. Some sidewalks and trails are plowed by the Citv. Refer to the most current "Snow Plowing Pathwav
Policy" which can be found on the Ceity_ website.
e. Landscaping
i. The Citv will repair turf damage onlv on boulevards which was the direct result of plowing bevond
the back of the curb. Turf repair will consist of placing black dirt and seed. No repairs to damaged
turf will be made by the Citv after June 1. All other damage within the public rights-of-wav or
drainage easements or to items installed in these areas without a Citv permit is the propertv owner's
responsibility (i.e., shrubs, bushes, rocks, trees, irrigation systems, lighting systems, driveways,
fences, other personal propertv, etc.).
ii. The Citv cannot be responsible for damage to grass or driveways caused by t4e-ice control products
and will not make repairs or compensate residents for iee eet4rol ...., duet, damage to turf or
driveways from ice control products.
V. PARKING REGULATIONS, CITY CODES AND STATE LAWS
To help provide a safer and more efficient snow removal operation. the Citv Council has established parkin
regulations: -
a. Parking on c8ity streets is not allowed after a continuous 2" accumulation of snow for up to 48 hours or
until the street is plowed full width, see Citv Ordinance 602.07.
i. Exceptions to these rules are Pilot Parking areas as shown in Exhibit F. In these areas the
signage shall take precedent on parking restrictions.
b.: lacing snow in the street or plowing across the street is prohibited by State law and Citv
code. Snow placed in the street or on sidewalks and trails compounds maintenance problems and creates
hazards for others.
BACKGROUND
an a-vefftge Of 1 time Pef Season.
