<br />REQUEST FOR COUNCIL ACTION <br />Date: 2/9/2026 <br />Item No.: 7.g. <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Roseville's 2026 Legislative Priorities <br />1 <br />2 Background <br />3 At the January 26, 2026 meeting, the City Council provided the final review of the City's proposed 2026 <br />4 Legislative Priorities. Based on the discussion and direction, staff is bringing back the following <br />5 priorities: <br />6 <br />7 High Priority Items (Items that the City of Roseville will directly advocate for passage by the <br />8 Legislature) <br />9 Seek financial support for capital improvements for the state and regional asset of the Guidant <br />10 John Rose Minnesota OVAL and support facilities through the State Bonding Bill <br />11 Enact statewide Licensing of Massage Therapists <br />12 Modify existing state law regarding park dedication to allow for collection of park dedication fees <br />13 on new development without the requirement that the land must be subdivided <br />14 Allow local units of government to designate which licensed ambulance service provider may <br />15 serve their community and to determine the appropriate level of service and response times <br />16 Support the continuation of local decision-making authority over zoning, land-use, and affordable <br />17 housing issues and opposes one-size-fits-all zoning, land use, and affordable housing <br />18 frameworks imposed on cities through legislation <br />19 FEDERAL – Enact federal law prohibiting federal law enforcement agents from using facial <br />20 coverings to obscure their identity as part of their work and requiring the display of identification <br />21 of their name on the agents’ uniforms unless special conditions exist as defined under law <br />22 <br />23 Other Priorities (Items the City of Roseville supports but will let other organizations directly <br />24 advocate for passage by the Legislature) <br />25 Creation of sustainable alternative funding sources for Cable Commissions, including broadband <br />26 franchise agreements <br />27 Allow for the use of city websites or other technology-based methods for official notices <br />28 Implement Police Officer arbitration reform <br />29 Amend State Building Code Chapter 1306 to Allow Municipalities to Require Sprinkler Systems <br />30 in R-2 (Multi-Family) Occupancy Group and the creation of financial resources and incentives to <br />31 assist in the installation of sprinkler systems in older multi-family buildings <br />32 Support legislative efforts to require the Department of Labor and Industry to adopt an advanced <br />33 energy standard as part of the State Building Code and other legislative efforts to support zoning <br />34 and financial incentives at the local level to encourage sustainable building design, construction, <br />35 and operation strategies that aim to lower overall greenhouse gas emissions <br />36 Continued funding to local governments to address emerald ash borer <br />37 Continued funding for mental health services and resources for public safety <br />Page 1 of 2 <br />Qbhf!238!pg!271 <br /> <br />
