REQUEST FOR COUNCIL ACTION <br />Date: 2/9/2026 <br />Item No.: 7.b. <br />Department ApprovalCity Manager Approval <br />Item Description:Consider a request to perform an abatement for unresolved violations of City <br />Code at 1585 County Road C. <br />1 <br />2 Background <br />3 The subject property is a commercial business (known as Jiffy Lube), located at the northeastern corner <br />4 of County Road C and Lincoln Ave. The current violations on this property are for the outside storage of <br />5 used tires and other containers of used automotive parts in public view (Attachment 1). These are <br />6 violations of Roseville City Code 405.02.(8) and 405.03.(9) (Attachment 3). <br />7 <br />8 City staff received a complaint from the public regarding the storage of used tires at this property on <br />9 January 6, 2026. Staff verified the violation and provided a written notice to the property owner and <br />10 tenant (Attachment 4). Staff requested corrections to the observed violations within 10 days of the <br />11 written notice. Staff conducted a re-inspection on January 21, 2026 and found no progress toward <br />12 compliance with City Code. Staff sent a second violation letter with a compliance date of January 30, <br />13 2026. On January 30, staff observed some progress toward compliance, yet violations remained. Staff <br />14 discussed the concerns with the manager of the business and communicated the matter would be <br />15 discussed at a public meeting before City Council on February 9, 2026. The manager stated that the <br />16 business owner had proposed to construct an accessory structure to house the outside storage items, <br />17 but chose not to move forward with the construction. Staff confirmed that a building permit had been <br />18 applied for on October 8, 2025 for such an accessory enclosure, but the contractor failed to provide any <br />19 follow-up communication or building plans related to the enclosure and the permit remained unissued. <br />20 Of further concern, the City Planner was not able to approve the location or exterior materials proposed <br />21 for the enclosure without the requested information. The Building Department has made four requests to <br />22 the applicant for more information, with no response to-date. As of the writing of this RCA, no <br />23 communication has been received from the property owner, manager or applicant/contractor. A timeline <br />24 of staff actions is included in Attachment 2. <br />25 <br />26 Policy Objectives <br />27 Property abatements, although considered a last resort, support the City's responsive services and <br />28 safety strategic priority. These actions advance the City's desired impact that community members feel <br />29 confident city services are responsive to ongoing needs and positively impact their quality of <br />30 life.
