Excerpt from <br />Roseville Public Works, Environment <br />and Transportation Commission <br />Meeting Minutes <br />Tuesday, January 27, 2026, at 6:30p.m. <br />City Council Chambers, 2660 Civic Center Drive <br />Roseville, Minnesota 55113 <br />1 1.Introduction / Roll Call <br />2 Chair Ficekcalled the meeting to order at approximately 6:30 p.m., and at his <br />3 request, Public Works Director Jesse Freihammercalled the roll. <br />4 <br />5 Present:Chair Bryant Ficek(arrived at 7:25 p.m.), Vice Chair Edwin Hodder, <br />6 and Members Jarrod Cicha, Daniel Fergus, Allison Luongo, Des <br />7 Mueller, and Katie Brokaw Palalay <br />8 <br />9 Youth Commissioners: Alexis Jendro <br />10 <br />11 Absent: Youth Commissioner Carsten Bauer(Excused) <br />12 <br />13 Staff Present:Public Works Director Jesse Freihammer <br />14 <br />15 4.Business Items <br />16 b.Keya Park Layout Recommendations <br />17 Vice Chair Hodder introduced the Keya Park layout recommendations. <br />18 <br />19 Director Freihammer explained that the project area near Kaya Park and Pascal <br />20 Street has long-standing speeding and safety concerns, particularly at the <br />21 Brooks and Pascal intersection and on a steep hill with limited visibility. The <br />22 hill cannot be lowered due to a buried Magellan pipeline, making traffic- <br />23 calming measures the primary option. <br />24 <br />25 Mr. Freihammer explained that last fall, the City implemented a temporary pilot <br />26 project using bollards to test the effectiveness of speed reduction and improve <br />27 pedestrian safety. The pilot ran for about six weeks. Speed data were <br />28 inconclusive, and public feedback was mixed, with some confusion stemming <br />29 fromsimilarities to nearby bike lane projects.
