<br />REQUEST FOR COUNCIL ACTION <br />Date: 2/23/2026 <br />Item No.: 10.f. <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Agreement with J&M Display for Fireworks for Rosefest Party in <br />the Park on Saturday, June 27, 2026 <br />1 <br />2 Background <br />3 Each year, as part of Rosefest, the City hosts a full-day community celebration in Roseville <br />4 Central Park called Party in the Park. It is a time for the entire community to come together, <br />5 celebrate, and engage with one another. This year’s Party in the Park will include <br />6 inflatables, vendor booths, and live music, and will culminate with a fireworks display over <br />7 Bennett Lake. <br />8 The 2026 Party in the Park is scheduled for Saturday, June 27, 2026. <br />9 Enclosed is a proposed agreement with J&M Display, Inc. to provide the fireworks display, <br />10 and full schedule of Rosefest events planned for this summer. <br />11 <br />12 <br />13 Policy Objectives <br />14 This event aligns with the City's ongoing efforts to foster community spirit, provide inclusive <br />15 recreational opportunities, and promote public engagement. <br />16 <br />17 Equity Impact Summary <br />18 No specific equity impact has been identified at this time. Party in the Park is a free event <br />19 that is open and accessible to all Roseville residents and visitors. <br />20 <br />21 Budget Implications <br />22 The 2026 parks and recreation budget includes $20,000. <br />23 <br />24 Due to recently implemented tariffs affecting materials used in fireworks production, J&M <br />25 Display notified the City of a 15% increase in costs for 2026. Rather than requesting an <br />26 increase to the allocated budget, staff worked with the vendor to slightly reduce the <br />27 duration of the fireworks display in order to remain within the approved budget allocation. <br />28 The proposed agreement reflects this adjusted scope.
