<br />REQUEST FOR COUNCIL ACTION <br />Date: 2/23/2026 <br />Item No.: 10.h. <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Resolution Approving Easement for MnDOT Parcel 308A <br />1 <br />2 Background <br />3 As part of the Minnesota Department of Transportation’s (MnDOT) TH 51 (Snelling Ave) <br />4 2026 project, MnDOT needs to acquire additional easements. On a parcel owned by the <br />5 City of Roseville, they need a permanent easement for the storm sewer pipes that currently <br />6 exist and will be replaced by the project. This parcel is located east of TH 51 and south of <br />7 County Road C. MnDOT is requesting to purchase an easement on two portions of the <br />8 parcel as shown on Attachment 4, totaling 8024 square feet (roughly 0.18 acres). If <br />9 approved, 7.33 acres of the parcel would remain. <br />10 <br />11 The parcel today and in the future will continue to function as a regional stormwater basin <br />12 that is a part of the Ramsey County Ditch 4 (RCD4) system that the City of Roseville owns <br />13 and operates per an agreement with the Rice Creek Watershed District. Selling the <br />14 easement to MnDOT will not affect any City utilities or the function of the regional <br />15 stormwater basin. <br />16 <br />17 Minnesota Statutes Section 462.356, subd. 2, addresses the disposal of public property. It <br />18 requires review of the disposal by the Planning Commission in order to make sure that it is <br />19 in compliance with the City’s Comprehensive Plan. In this case, the City is selling some <br />20 property that it owns to MnDOT, a transportation agency, and the comprehensive plan <br />21 involves transportation. In lieu of the Planning Commission review, the Council may make a <br />22 finding in a resolution that the proposed conveyance has no relationship to the <br />23 comprehensive plan - this must be done by a 2/3 vote. <br />24 <br />25 Due to the non-changing drainage use of the property in question, staff recommends a <br />26 finding that the conveyance has no relationship to the comprehensive plan. Staff also <br />27 recommends the requested easement be sold to MnDOT at the appraised purchase price. <br />28 MnDOT performed an appraisal and determined the parcel is worth $4,300.00. <br />29 <br />30 MnDOT prepared the easement document and the Offer to Sell and Memorandum of <br />31 Conditions.
