<br />REQUEST FOR COUNCIL ACTION <br />Date: 2/23/2026 <br />Item No.: 10.i. <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Metropolitan Council Environmental Services Municipal <br />Inflow and Infiltration Grant Agreement <br />1 <br />2 Background <br />3 Metro Cities (Association of Metropolitan Municipalities) championed the inclusion of a <br />4 grant program in the 2023 bonding bill for the purpose of providing grants to municipalities <br />5 for capital improvements to public infrastructure to reduce the amount of inflow and <br />6 infiltration (I/I) to the Metropolitan Council Environmental Service’s (MCES) metropolitan <br />7 sanitary sewer disposal system. Their efforts were successful and $12.0 million was <br />8 approved in the bonding bill. <br />9 <br />10 To be eligible for a grant, a city must be identified by the Metropolitan Council as a <br />11 contributor of excessive inflow and infiltration. Roseville is among these cities and is eligible <br />12 for this grant. Grants from this appropriation are a guaranteed $50,000 for each city, with <br />13 the rest of the funding distribution based on the percentage of work completed by each <br />14 individual city compared to the total amount of work from all applicants. Projects must be <br />15 completed between January 1, 2024 and December 31, 2025. The council must award <br />16 grants based on applications from eligible cities that identify eligible capital costs and <br />17 include a timeline for inflow and infiltration mitigation construction, pursuant to guidelines <br />18 established by the council. Final Reimbursement Amount determination and grant <br />19 agreement will be distributed May 1, 2026. <br />20 <br />21 One of the required documents is a resolution approving a grant agreement between the <br />22 Metropolitan Council and the City of Roseville for grant eligible work. This resolution would <br />23 allow the City of Roseville and the Metropolitan Council to enter into an agreement and <br />24 authorizes the City Manager to execute the Grant agreement, subject to minor <br />25 modifications and final review by the City Attorney. <br />26 <br />27 Policy Objectives <br />28 It is City policy to keep City-owned infrastructure in good operating condition and to keep <br />29 systems operating in a safe condition. <br />30 <br />31 Equity Impact Summary <br />32 There should be no equity impacts associated with this agreement. <br />33 <br />34 Budget Implications <br />Page 1 of 2 <br />Qbhf!25:!pg!2:7 <br /> <br />
