<br />REQUEST FOR COUNCIL ACTION <br />Date: 2/23/2026 <br />Item No.: 10.j. <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Clean Water Fund Grant Agreement Amendment with <br />Metropolitan Council <br />1 <br />2 Background <br />3 For the 2024-2026 Water Efficiency Rebate Program offered by the Metropolitan Council, <br />4 Roseville received $22,000, in addition to our required 20% (or $5,500) match, and had <br />5 awarded all of our funds to 105 residents by mid-October 2025. Roseville staff would like to <br />6 seek additional funds for the remainder of the grant cycle, which expires June 30, 2026. <br />7 With Council approval, staff will request an additional $5,000, plus our $1,000 match, via a <br />8 contract amendment with Metropolitan Council. If approved, we can reimburse more <br />9 residents for their purchase of approved dishwashers, toilets, clothes washers, <br />10 showerheads, or replacement irrigation controls. There is $300 maximum rebate amount <br />11 per household, per grant cycle. If additional funds are awarded, the website will be <br />12 updated. Grant information can be found at cityofroseville.com/water-rebate. <br />13 <br />14 Policy Objectives <br />15 It is City policy to work to provide efficient and costeffective services through <br />16 intergovernmental coordination and to provide efficient and highquality public services. <br />17 <br />18 Equity Impact Summary <br />19 The funds are first come, first served and do not have equity criteria to reserve or prioritize <br />20 the funds. It is awarded to property owners and rebates are applied to water bills – this <br />21 does not benefit renters as much as it does homeowners.
