38
39
40 Equity Impact Summary
41 Behavioral health crises affect residents across all demographics; however, barriers to accessing mental
42 health services can disproportionately impact vulnerable populations. The embedded social worker
43 model helps reduce these barriers by connecting individuals to supportive services, housing resources,
44 treatment options, and community-based care.
45 Expanding and sustaining this response approach promotes more equitable service delivery by
46 prioritizing care, diversion from the criminal justice system when appropriate, and improved access to
47 resources for those in need.
48
49
50 Budget Implications
51 The Crisis Response Grant provides up to $300,000 over two years. If awarded, these funds will
52 continue to offset personnel costs associated with the department’s embedded social workers, reducing
53 the financial impact on the City’s general fund while maintaining an established and effective program.
54 There is no required local match for this grant.
55
56
57 Staff Recommendations
58 Staff recommends that the City Council authorize the Roseville Police Department to apply for the
59 Minnesota Department of Public Safety Crisis Response Grant.
60
61 Requested Council Action
62 Authorize RPD to apply for the Minnesota Department of Public Safety Crisis Response Grant.
63
64
Erika Scheider, Chief of Police
Prepared by:
1.RFP Crisis-Response 2026-2028
Attachments:
65
Qbhf!272!pg!2:7
