<br />REQUEST FOR COUNCIL ACTION <br />Date: 2/23/2026 <br />Item No.: 10.l. <br />Department ApprovalCity Manager Approval <br />Item Description:Approve a Grant Application for the Minnesota Automobile Theft <br />Prevention Program <br />1 <br />2 Background <br />3 The Roseville Police Department (RPD) requests approval to submit a grant application for the <br />4 Minnesota Automobile Theft Prevention Program. The grant program, administered by the Minnesota <br />5 Bureau of Criminal Apprehension, provides grant funding to support initiatives that reduce automobile <br />6 theft and automobile-related thefts. Funded programs focus on prevention strategies, public education <br />7 and awareness, incident response, and the investigation and prosecution of offenders. <br />8 <br />9 The grant is offered for a three-year term from July 2026 through June 2029. Award amounts are <br />10 determined based on available funding and the quality of applications as recommended by the <br />11 Automobile Theft Prevention Board. There is no required local match. Grant funds must be used to <br />12 support a full-time auto theft investigator dedicated exclusively to automobile theft and related cases. <br />13 The grant reimburses up to $100,000 annually for salary and fringe benefits, along with up to $3,000 per <br />14 year for training. <br />15 <br />16 Since 2021, RPD has successfully received funding through this program, allowing the department to <br />17 assign a dedicated investigator to reduce automobile thefts, increase community awareness, respond to <br />18 incidents, and support prosecution efforts. <br />19 If awarded, this grant would allow the department to continue the existing auto theft investigator position <br />20 for an additional three years. This is not a request to create a new position but rather to sustain a proven <br />21 resource that supports public safety and investigative effectiveness. <br />22 It should be noted that the department’s current grant funding expires in June 2026. Without continued <br />23 funding, the position is expected to be eliminated, as it is not funded beyond that date in the 2026 <br />24 budget. <br />25 <br />26 <br />27 Policy Objectives <br />28 Applying for the Minnesota Automobile Theft Prevention Program grant directly aligns with the City’s <br />29 Responsive Services and Safety strategic goal and supports the desired impact of ensuring services <br />30 remain responsive to ongoing needs, keeping the community safe and secure, and positively impacting <br />31 residents’ quality of life. <br />32 Continuation of the dedicated auto theft investigator position helps ensure the resources are in place to <br />33 effectively respond to evolving crime trends and the needs of the community.
