33 playgrounds, met with vendors, and consulted with peers in the Twin Cities metropolitan <br />34 area. Based on this review, staff determined that the most effective next step would be to <br />35 engage a consultant to evaluate site conditions, environmental considerations, scale, <br />36 accessibility, and cost through a feasibility and conceptual design study. <br />37 <br />38 The anticipated cost of this study is between $10,000 and $15,000. While an exact <br />39 implementation budget will not be known until preliminary design is completed, projects of <br />40 this type typically range from $250,000 to $1,000,000 depending on scope and <br />41 infrastructure needs. <br />42 <br />43 In November 2025, staff shared this information with the Roseville Central Park <br />44 Foundation. At their November meeting, the Foundation agreed to fund this initial design <br />45 study if the City decides to move forward. Additionally, the Foundation expressed a <br />46 willingness to contribute financially to the project if it is ultimately implemented. <br />47 <br />48 Similarly, in January 2026, staff presented their findings to the Friends of Roseville Parks, <br />49 who also expressed a willingness to contribute a (yet to be determined) substantial sum of <br />50 money to the project. <br />51 <br />52 In addition to Friends group support, staff feel that if well-planned, this project could be a <br />53 strong candidate for the Minnesota Department of Natural Resources Outdoor Recreation <br />54 Grant, which reimburses 50% of projects (up to $500,000 reimbursement), which aims to <br />55"increase and enhance outdoor recreation facilities in local and community parks <br />56 throughout the state." <br />57 <br />58 In January, as staff prepared to discuss this possible project with the Parks and Recreation <br />59 Commission, they were approached by John Robertson-Smith, a long-time volunteer, past <br />60 donor, and frequent visitor at the Nature Center. Staff shared the preliminary concept and <br />61 plan with Mr. Smith (while sharing that the project was in the idea stage, and not approved <br />62 to move forward with or funded). After several exchanges of ideas, Mr. Smith pledged to <br />63 donate $500,000 to fund the project, facilitated through the Friends of Roseville Parks. That <br />64 donation to Friends of Roseville Parks (in the form of stocks) is currently in progress. <br />65 <br />66 Based on current commitments and expressions of support, staff believe it is highly feasible <br />67 that the project could be funded entirely through third-party sources. <br />68 <br />69 If implemented, the City would retain ownership of the asset and assume responsibility for <br />70 inspection, routine maintenance, and long-term lifecycle replacement planning. <br />71 <br />72 A preliminary timeline anticipates completion of community engagement in Summer/Fall <br />73 2026, with design and specifications ready for a Spring 2027 grant application. <br />74 <br />75 Policy Objectives <br />76 The proposed planning effort advances multiple adopted goals within the City’s Parks and <br />77 Recreation System Master Plan and City Strategic Plan. <br />78 Specifically, the proposal supports: <br />Page 2 of 4 <br />Qbhf!:!pg!2:7 <br /> <br />
