The notification <br />requirement for residents within a 500-foot area was maintained, but public <br />hearings for staff exemptions were eliminated. <br />Acting Chair Hodder and Member Brokaw Palalay discussed the notification <br />requirements and the efficiency of the proposed changes. <br />d. Snow & Ice Control Policy Recommendation <br />Public Works Director Freihammer presented the updated snow and ice <br />control policy, aiming to simplify and clarify the language. The goal of <br />plowing streets and critical parking lots full -width within ten hours after snow <br />has quit falling remained unchanged. The city did not have a bare pavement <br />policy, but it made efforts to maintain adequate traction for motorists. The <br />policy included roadside considerations, such as trash receptacles, mailboxes, <br />and landscaping, and parking regulations remained unchanged. <br />Mr. Freihammer discussed adding a maximum time frame for plow drivers <br />and for snow plow pilot areas. <br />Member Brokaw Palalay sought clarification on the winter parking pilot <br />proj ect. <br />Mr. Freihammer explained the pilot areas and the signage's flexibility to <br />accommodate parking needs. <br />Member Brokaw Palalay suggested renaming the pilot project to reflect its <br />intent and impact better. <br />Mr. Freihammer acknowledged the feedback and the need for better <br />communication with residents. The importance of maintaining a clear street <br />for efficient snow removal was emphasized. <br />e. Maintenance Operations Center Update <br />Public Works Director Freihammer provided an update on the maintenance <br />operations center design, with a focus on the license passport center and dance <br />studio. <br />Member Luongo shared insights from the first meeting of the Civic Campus <br />Stakeholders Group, including site concepts and the consultant's progress. <br />The schedule for the construction of the license passport center and dance <br />studio was discussed, with the maintenance center scheduled to begin in <br />Spring 2027. <br />Page 8 of 10 <br />
