<br />REQUEST FOR COUNCIL ACTION <br />Date: 3/2/2026 <br />Item No.: 10.c. <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Ramsey County Cooperative Agreement for Fairview <br />Avenue from Larpenteur Avenue to County Road B2 <br />1 <br />2 Background <br />3 As part of Ramsey County’s Transportation Improvement Plan for 2026, the County will <br />4 resurface Fairview Avenue (CSAH 48) from Larpenteur Avenue in Falcon Heights to <br />5 County Road B2, make sidewalk improvements, and replace traffic signals at County Road <br />6 B and Gluek Lane. <br />7 <br />8 The project includes work that the City will contribute to, in accordance with the County’s <br />9 Cost Participation Policy. The Engineer’s Estimate anticipated the construction costs borne <br />10 by the City to be $222,121. The breakdown of the estimated costs can be found below in <br />11 Budget Implications and in Exhibit B of the agreement. <br />12 <br />13 The County will be the lead agency for this project and require that the contractor maintain <br />14 access to properties throughout construction. Work is anticipated to be complete prior to <br />15 the State Fair. <br />16 <br />17 The City Attorney has reviewed the agreement. <br />18 <br />19 Policy Objectives <br />20 It is City policy to keep City-owned infrastructure in good operating condition and to keep <br />21 systems operating in a safe condition. <br />22 <br />23 Equity Impact Summary <br />24 All residents, businesses, and travelers along the right-of-way will benefit from the <br />25 improvements to the pavement, path, and signal systems. <br />26 <br />27 Budget Implications <br />28 The $3,166,574 Engineer’s Estimate for the total construction costs include $222,121 of City costs <br />29 plus design and construction engineering fees.
