CITY OF ROSEVILLE <br />SNOW AND ICE CONTROL POLICY FOR STREETS AND PARKING <br />LOTS <br />Adopted by Roseville City Council on xxx <br />Revised on xxxx <br />I.PURPOSE <br />The purpose of this policy is to establish and maintain uniform definitions and procedures concerning snow and <br />ice control operations at the City of Roseville. <br />II.GOAL <br />It is the goal of the City of Roseville Public Works Department to maintain safe City roadways during the snow <br />and ice season in order to ensure delivery of emergency services and to provide access to the motoring public. <br />a.Perform snow removal and ice control tasks in a timely manner and perform all maintenance tasks <br />equally and in the best interest of Roseville taxpayers. <br />b.To have streets and critical parking lots plowed full width within 10 hours after the snow has quit falling <br />for snow events greater than two inches. <br />c.The City will provide such control in a safe and cost-effective manner, keeping in mind safety, budget, <br />personnel, and environmental concerns. <br />III.PROCEDURE <br />Responsibility for directing and coordinating snow and ice control operations is assigned to the Street <br />Maintenance Division of the Public Works Department. Snow and ice control is a top priority in the Public <br />Works Department and is considered an emergency in nature. The City will use in-house public works staff <br />including streets, utility and central garage divisions, and/or private contractors when necessary, to provide this <br />service. <br />a.Dispatching Operations <br />i.The start of snow and ice control operations for any storm is dependent upon immediate and <br />anticipated conditions. The Street Superintendent or his/her designee will determine the dispatching <br />of staff/equipment. Plowing and/or ice control operations may occur during a regular work shift <br />(7:00 a.m. to 3:30 p.m.) or on an emergency call-out basis. <br />b.Streets Maintenance Operations <br />i.Route Prioritization <br />1.The City is divided into various plow routes (Exhibit A). Each route has priority main routes <br />that are cleared first. <br />2.Snow will be plowed in a manner so as to minimize traffic obstructions. The center of the street <br />will be plowed first. The snow will then be pushed from left to right with discharge going onto <br />the boulevard area of the right-of-way until the street is cleared curb-to-curb. <br />3.In cul-de-sacs, snow is plowed to try and minimize snow windrows in driveways by pushing the <br />majority of the snow onto open areas in the boulevard. <br />ii.Snow Event Type <br />1.Freezing rain, sleet, black ice, and freeze/thaw. These types of events are based on changing <br />weather conditions. The Street Superintendent will determine the required ice control response <br />based on current and forecasted conditions. <br />2.Snowfall of less than 2”. General snow plowing may not be necessary and normal ice control <br />procedures may be adequate to produce safe winter driving conditions. The Street <br />Superintendent may deem plowing necessary if a series of less than 2” snowfalls has caused a <br />buildup of snow on city streets. <br />3.Snowfall of 2” to 6”. Typically, snow removal begins as soon as practical after snowfall has <br />ended.
