A workforce <br />42 that brings diverse life experiences, cultural perspectives, and backgrounds enhances community trust, <br />43 communication, and service delivery. <br />44 This grant opportunity also advances the City’s strategic goal of attracting and retaining a diverse and <br />45 innovative group of employees who support the mission, vision, and values of the strategic plan. <br />46 By reducing financial barriers and supporting internal career pathways, the City strengthens recruitment <br />47 efforts, improves retention, and builds a sustainable pipeline of qualified candidates who are invested in <br />48 serving the Roseville community. <br />49 <br />50 <br />51 Equity Impact Summary <br />52 The Pathways to Policing program directly promotes equity by addressing financial barriers that <br />53 disproportionately affect individuals from underrepresented and non-traditional backgrounds. The cost of <br />54 peace officer education, including tuition, books, and equipment, can present significant obstacles to <br />55 entry into the profession. <br />56 By providing tuition reimbursement and educational support to Community Service Officers and Cadet <br />57 Officers, RPD creates meaningful access to law enforcement careers for individuals who may not <br />58 otherwise be able to pursue licensure. This program helps cultivate a workforce that more closely <br />59 reflects the demographics and lived experiences of the community. <br />60 Increasing representation within the department enhances cultural competency, strengthens <br />61 relationships with diverse populations, and improves the department’s ability to deliver fair, inclusive, <br />62 and responsive public safety services. <br />63 <br />64 <br />65 Budget Implications <br />66 RPD intends to apply for three (3) cost reimbursement grants to support up to three candidates, totaling <br />67$60,000 ($20,000 per candidate) for the grant period of June 1, 2026 through June 30, 2027. <br />68 A one-to-one local match is required. The required match is already incorporated into the Police <br />69 Department’s budget through existing Cadet and Community Service Officer salaries, tuition <br />70 reimbursement allocations, and training expenditures.
