REQUEST FOR COUNCIL ACTION <br />Date: 3/23/2026 <br />Item No.: 7.a. <br />Department ApprovalCity Manager Approval <br />Item Description:Consider a request to perform an abatement for unresolved violations of City <br />Code at 2165 Victoria Street N <br />1 <br />2 Background <br />3 The subject property is an unoccupied, single-family home. Current violations related to the abatement <br />4 request include: <br />5 Multiple inoperable vehicles (407.02.G, 407.04.D) <br />6 Vehicles without current registration (407.02.G, 407.04.D) <br />7 This property has been the subject of City Council authorized abatements on June 5, 2023, November <br />8 25, 2024 and February 24, 2025. On March 9, 2026, staff confirmed numerous violations were again <br />9 present at this property. A letter was mailed to the property on March 10, 2026 detailing the violations <br />10 and notification of the Council hearing date of March 23, 2026 (Attachment 4). On March 10, 2026, staff <br />11 sent invoices for Administrative Citations and Repeat Nuisance fees (Attachment 4). A follow-up <br />12 inspection on March 18, 2026, showed no progress toward compliance related to the unlicensed and <br />13 inoperable vehicles. <br />14 <br />15 As of the writing of this RCA, no progress related to any noted violation or code compliance has been <br />16 observed on this property. A status update will be provided during the hearing. <br />17 <br />18 Policy Objectives <br />19 Property abatements, although considered a last resort, support the City's responsive services and <br />20 safety strategic priority. These actions advance the City's desired impact that community members feel <br />21 confident city services are responsive to ongoing needs and positively impact their quality of <br />22 life.
