<br />35 and opened one bid to perform this work as summarized below: <br />36 <br />37 <br />38 Policy Objectives <br />39 It is City policy to keep utility infrastructure in good operating condition, utilizing construction <br />40 technologies that keep service disruption to a minimum. Per State Statutes on municipal <br />41 contracting, the City Council awards contracts to the lowest responsible bidder. In this bid <br />42 solicitation, the lowest bidder is Insituform Technologies USA, LLC. <br />43 <br />44 Equity Impact Summary <br />45 There should be no equity impacts associated with this project. The bidding process uses <br />46 sealed bids to avoid potential biases. Bidders are required to certify meeting Equal <br />47 Employment Opportunity and Human Rights requirements. <br />48 <br />49 Budget Implications <br />50 The City received one bid for the construction contract for 2026 Sanitary Sewer Lining <br />51 Project. The lowest not-to-exceed amount was submitted by Insituform Technologies USA, <br />52 LLC, in the amount of $1,161,308.55, which is 1.8% over the engineer’s estimate. After <br />53 reviewing the bid, and accounting for the contractors successful project implementation in <br />54 2025, staff believe the bid is equitable with fair prices.
