<br />Attachment 1 <br />1 EXTRACTOFMINUTESOFMEETING <br />2 OFTHE <br />3 CITYCOUNCILOFTHECITYOFROSEVILLE <br />4 <br />5 Pursuanttoduecallandnoticethereof,aregularmeetingoftheCityCounciloftheCityof <br />th <br />6 Roseville,CountyofRamsey,Minnesota,wasdulyheldonthe13dayofApril2026,at <br />7 6:00p.m. <br />8 Thefollowingmemberswerepresent:____________________;andthefollowingwere <br />9 absent:___________________. <br />10 <br />11 Councilmember_________introducedthefollowingresolutionandmoveditsadoption: <br />12 <br />13 RESOLUTION No. <br />14 <br />15 RESOLUTION EXERCISING THE CITYS AUTHORITY <br />’ <br />16 TO OPT-IN TO, AND SUPPORT, <br />17 THE RAMSEY COUNTY ECONOMIC DEVELOPMENT AGENCY EDA <br />(“”) <br />18 <br />19 WHEREAS, the Commissioners of Ramsey County (“County”) and the City Council of the City <br />20 of Roseville (“City”) consider small businesses to be the backbone of stability and growth for <br />21 their respective local government and municipality; and <br />22 WHEREAS, the County and the City also consider continued investment in small businesses as <br />23 critical for sustaining stability and growth in their respective local government and municipality; <br />24 and <br />25 WHEREAS, the County sought special legislation from the State Legislature that expanded the <br />26 eligible uses of the County’s Housing and Redevelopment Authority (HRA); and <br />27 WHEREAS, the special legislation, often referred to as the EDA Bill (Bill), expanded the use of <br />28 HRA Levy funding to include entrepreneurship and business programming and necessitated the <br />29 creation of the Ramsey County Economic Development Authority (EDA); and <br />30 WHEREAS, the EDA Bill was approved by the Legislature in 2025; and <br />31 WHEREAS, the EDA Bill contained two provisions, (1) the EDA would not have tax levy <br />32 authority and (2) Cities within the County’s HRA Area of Operation would be required to ‘Opt <br />33 In’ to business programming by the EDA; and <br />34 WHEREAS, pursuant to state statute, projects funded with HRA levy will continue to require <br />35 consent by the City; and <br />Qbhf!39!pg!4: <br /> <br />
