Mr. Freihammer explained that some of the proposed links follow low -volume <br />neighborhood streets, raising questions about whether additional pathways are <br />necessary when pedestrians can already use the roadway. He indicated that the <br />concept differs from traditional pathway planning, as it focuses on suggested <br />routes rather than required infrastructure. <br />Mr. Freihammer noted that while some constellation links may align with <br />existing or planned pathways, others may not be practical or necessary. He <br />added that people often choose their own routes and may not regularly travel <br />directly between parks, instead starting from their homes. He provided this <br />context to guide the Commission's review of the upcoming segment. <br />Member Luongo asked whether an actual pathway could be constructed instead <br />of relying on a designated constellation link route. <br />Mr. Freihammer explained that a constellation link can be converted into a <br />formal pathway if the Commission prefers, but noted that doing so would <br />require a clear designation. He indicated that labeling something as a <br />constellation link can create confusion, as it is unclear whether it represents a <br />suggested connection or a planned, constructed facility. <br />Mr. Freihammer emphasized that if the intent is to build a pathway, it should <br />be identified as such in the plan rather than remaining a constellation link. He <br />noted that this distinction had not been clearly defined in previous updates to <br />the pathway master plan. <br />Mr. Freihammer then introduced constellation link C3, described as a <br />connection along Woodhill Drive between Hamline Avenue and Civic Center <br />Drive, providing access to Howard Johnson. <br />Member Luongo recommended designating the connection as aformal pathway <br />rather than a constellation link, noting that it would be more appropriate given <br />anticipated future conditions. <br />Mr. Freihammer noted that designating the connection as a pathway could <br />address both the constellation link concept and previously identified needs for <br />atrail connection in the area. He explained that similar requests had come from <br />both engineering and parks staff, and combining them into a single pathway <br />designation would streamline the plan. <br />Mr. Freihammer indicated that with upcoming projects, including the Hamline <br />Avenue work in 2026 and the Civic campus project anticipated around 2028, <br />much of the corridor would likely be completed, leaving only a short gap <br />between Civic Center Drive and Hamline Avenue.
