Meeting: City council <br />Meeting date: June 8, 2026 <br /> Action agenda item: \[Item No.\] <br />Executive summary <br />Title: Willow Pond Maintenance EAW findings of fact and record of decision <br />Recommended action:Motion to adopt Resolution certifying the environmental assessment <br />worksheet (EAW) as an adequate examination of the environmental impacts and accepting the <br />record of decision, declaring no need for an environmental impact statement for the Willow <br />Pond Maintenance project. <br />Policy consideration:Does the findings of fact and record of decision for the EAW satisfy the <br />requirements for making a negative declaration regarding the need for an environmental <br />impact statement (EIS)? <br />Summary: Staff requests adoption of findings regarding the EAW for the Willow Pond <br />Maintenance project, located north of County Road B2 West, east of Hamline Ave North, south <br />of Brooks Avenue West, and west of Dunlap Street North. The EAW was distributed for public <br />comment via the city website, a news release, and the Environmental Quality Board (EQB) <br />Monitor on March 31, 2026. <br />The EAW examined the potential environmental impacts of the proposed project. Projects <br />determined to have the potential for significant environmental effects must do further <br />environmental review, in the form of an environmental impact statement (EIS). <br />The city received comments from threeagencies (Minnesota Pollution Control Agency, <br />Metropolitan Council, and Department of Natural Resources) and no public comments during <br />the comment period. The comments and responses are included in the attached findings of fact <br />and record of decision document (Exhibit A to the Resolution). Responses will be sent to the <br />individual commenters following the city council’s record of decision in accordance with <br />Minnesota Rules. <br />Review of the EAW is complete.
