VILLAGE OF ROSEVILLE
Regular Meeting of the Village Council, January 23, 1967.
The Village Council met on the above date with the following
members present: Acting Mayor Shields, Trustees Curley, Goodrich
and Grauel. Absent: Mayor Cedarholm.
Curley Moved, Goodrich Seconded, that the minutes of the meeting
of January 9, 1967, be approved. Roll Call, Ayes (4) - Nays (0).
Curley Moved, Goodrich Seconded, that the request of Target Stores
for temporary permit for a lawn and garden structure from March 15,
1967 to November 1, 1967, be granted. Roll Call, Ayes (4) - Nays (0).
Curley Moved, Grauel Seconded, that Resolution No. 1733 accepting
the feasibility report and calling public hearing on Improvement
65-38-Amended on February 20, 1967, be adopted. Roll Call, Ayes (4) -
Nays (0).
Grauel Moved, Goodrich Seconded, that Resolution No. 1734 authorizing
signature of the Mayor and Manager on an agreement between St. Anthony,
New Brighton and Roseville on division of the costs for improvement of
County Ditches #2 and #5 be adopted. Roll Call, Ayes (4) - Nays (0).
Curley Moved, Goodrich Seconded, that the building permit request
of Twin Tires, Inc. be referred to the Planning Commission for
clarification of the appropriate zone for tire recapping agencies.

Grauel Moved, Curley Seconded, that construction of two street lights
at Centennial Drive and one street light at Lydia and Snelling be
approved as recommended by the Public Works Director in his letter of
January 13, 1967. Roll Call, Ayes (4) - Nays (0).
Goodrich Moved, Curley Seconded, that Resolution No. 1735 calling for
feasibility report on the Wagner Street Construction be adopted.

The Roseville Chamber of Commerce presented an award for Parks and
Recreation Management from the National Sporting Goods Foundation
to the Parks and Recreation Department.
Grauel Moved, Goodrich Seconded, that request by Vadnais Construction
Company for special use permit and variance to zoning at Old and New
Highway #8 be referred to the Planning Commission. Roll Call,
Ayes (4) - Nays (0).
Grauel Moved, Curley Seconded, that Resolution No. 1736 pertaining
to vacation of streets in Leinen Heights No. 2 be adopted. Roll Call,
Ayes (4) - Nays (0).
Goodrich Moved, Grauel Seconded, that Resolution No. 1737 concurring
in the general objectives of the Minnesota Zoological Society for the
planning and development of a zoological garden be adopted. Roll Call,
Ayes (4) - Nays (0).

Grauel Moved, Goodrich Seconded, that Resolution No. 1738 regarding
transfer of monies within the 1966 Budget be adopted. Roll Call,
Ayes (4) - Nays (0).
Curley Moved, Goodrich Seconded, that Certificates Nos. 1 and 2
to Kehne Electric Company in an amount of $7,311.60 and Certificate
No.3 to D. M. Noyes Construction in an amount of $25,121.71 be
approved for payment. Roll Call, Ayes (4) - Nays (0).
Grauel Moved, Curley Seconded, that final payment be made to Orfei
and Sons, Inc. in the amount of $3,220.75 for work completed in
Improvement 66-23; and that this project be finally accepted. Roll

Grauel Moved, Goodrich Seconded, that Contractor's Estimate No.3
and Final be paid to Rivard and Sons, Inc. in an amount of $7,797.40.
and that final acceptance be made on Improvement 65-46. Roll Call,

Grauel Moved, Goodrich Seconded, that Estimate No. 4 be paid to
Ashbach Construction Company in an amount of $666.42 on Project
No. 65e32. Roll Call, Ayes (4) - Nays (0).
Goodrich Moved, Curley Seconded, that Change Orders Nos. 1 and 2,
Project #1 of Improvement 66-14 and 66-15 be approved and the Mayor
and Manager authorized to sign same. Roll Call, Ayes (4) - Nays (0).
Curley Movedg Goodrich Seconded, that Estimate 13, Improvement
66-14 and 66-15, Project 1, be paid in the amount of $23,279.26 to
Lametti and Sons, Inc. Roll Call, Ayes (4) - Nays (0).

Area IIg Project 2, be paid in the amount of $8,606.00 to Lametti

Grauel Moved, Curley Seconded, that the election of officers for the
Volunteer Fire Department for 1967 be ratified as indicated in the
secretary's letter of January 10, 1967. Roll Call, Ayes (4) - Nays (0).
Curley Moved, Goodrich Seconded, that Resolution No. 1739 determining
the necessity of borrowing money for the acquisition of a municipal
golf course be adopted. Roll Call, Ayes (4) - Nays (0).
Grauel Moved, Curley Seconded, that Change Order No.5, Improvement
65=32 be approved and the Mayor and Manager be authorized to sign it.

Telephone Company to place buried cable on Transit Avenue, east of
Dale Street, be approved as recommended by the Public Works Director

Goodrich Moved, Curley Seconded, that Resolution No. 1740 approving
Minnesota Highway Department Plans SP 6216-53, traffic control

the sewer rates and charges to the schedule which existed on

calling for condemnation procedure to obtain a public street
easement extension of Iona Lane as a part of Improvement 66-33

Legislature representatives requesting that they introduce a bill
requiring turnback of Lexington Avenue to the County rather than the

Manager regarding a Civil Engineer position in the Public Works Depart-

three weeks vacation and one weeks leave of absence without pay be
