<br />PROCLAMATION
<br />
<br />WHEREAS, there are over 1,400 servicemen held as prisoners in
<br />Southeast Asia by North Vietnem and her allies. and
<br />
<br />WHEREAS, North Vietnam, despite appeals from neutral sources
<br />such as the International Red Cross, has consistently
<br />refused to divulge any information about the men on their
<br />health and well being, including even naming those they are
<br />holding, or even permitting such groups to inspect North
<br />Vietnamese prison camps to determine if they meet the min-
<br />imum standards of care and treatment embodied in the Geneva
<br />Convention. and
<br />
<br />WHEREAS, such callous disregard for long-established inter-
<br />national rules for humane treatment of such prisoners is
<br />causing unbearable anguish among these American prisoners
<br />and their families at home.
<br />
<br />THEREFORE, I, A. Donald Moll, Mayor of the Village of Rosevi11e,
<br />do proclaim September 20- 26, 1970, as "V. F. W. Freedom
<br />Signature Week" and urge all ci ti zens of this community to
<br />demonstrate their obligation to these fellow Americans by
<br />signing petitions requesting the immediate release of all
<br />Americans held prisoner by the North Vietnam government and
<br />by Communist political front groups in Southeast Asia.

<br />Mr. Don Weigand appeared before the Council regards to placing a
<br />manufactured home on Arthur Place north of County Road C-2, Lot 39,
<br />Rohleder's Oak Grove Addition. ~1r. Kluegel, the Building Superin-
<br />tendent, stated this home met the requirements of the Village Code.

<br />permit at 2822 North Rice Street (Planning Commission File No. 437)
<br />be amended so as to delete the privacy fence along the North Heights
<br />Lutheran Church parsonage located adjacent to the south line of the
<br />apartment project, as per the letter of Paster Vaagenes. Jr. dated
<br />August 21, 1970. Roll Call, Ayes: Curley, Grauel, Linebarger,
