<br />-2- <br /> <br />(2) Each individual's vote shall be entered in the <br />minutes. <br /> <br />(3) Any member may abstain from voting or disqualify <br />himself. The reason for disqualification or <br />abstention must be stated by the member and entered <br />in the minutes. If a member disqualified himself <br />he may physically remove himself from the room for <br />consideration of the particular issue. <br /> <br />Rule lOG Ordinances <br /> <br />(1) It shall be the duty of the Village Attorney to <br />prepare all ordinances on request of any Councilman. <br /> <br />(2) No ordinance shall be introduced until it has been <br />approved as to form by the Village Attorney. <br /> <br />(3) No ordinance shall be read before the Council unless <br />the same be introduced by and bear the name of some <br />member of the Council. <br /> <br />(4) There shall be a delay of at least one week between <br />the initial presentation and final vote on an ordinance <br />if requested by a Council member. <br /> <br />Rule II. Rules of Order. The rules of parliamentary practice embraced <br />in \~oberts Rules of Order shall govern the Council procedure in <br />cases to which they are applicable and to which they are not <br />inconsistent with the standing rules of order and business of <br />the Counci 1. <br /> <br />Rule 12. Suspension of Rules. No rule of the Council shall be suspended <br />without the concurrence of at least four (4) members of the <br />Counci 1. <br /> <br />Rule 13. Order of Business. The following shall be the order of business <br />ot the Councll: <br /> <br />(1) Reading the minutes <br />(2) Award of the bids <br />(3) Public Hearings <br />(4) Communications and Petitions <br />(5) Manager's Report <br />(6) Public Works Director's Report <br />(7) Old Business <br />(8) New Business <br />(9) Adjournment <br /> <br />Rule 14. Paid Consultants and Advisors at Village Meetin s. When not <br />covere y regu ar contract, t e servlces 0 a consultants, <br />advisors, technicians, commission, etc., shall be approved by <br />at least three (3) Councilmen in advance of the meeting at a <br />regular Council meeting. <br />
