-2- (2) Each individual's vote shall be entered in the minutes. (3) Any member may abstain from voting or disqualify himself. The reason for disqualification or abstention must be stated by the member and entered in the minutes. If a member disqualified himself he may physically remove himself from the room for consideration of the particular issue. Rule lOG Ordinances (1) It shall be the duty of the Village Attorney to prepare all ordinances on request of any Councilman. (2) No ordinance shall be introduced until it has been approved as to form by the Village Attorney. (3) No ordinance shall be read before the Council unless the same be introduced by and bear the name of some member of the Council. (4) There shall be a delay of at least one week between the initial presentation and final vote on an ordinance if requested by a Council member. Rule II. Rules of Order. The rules of parliamentary practice embraced in \~oberts Rules of Order shall govern the Council procedure in cases to which they are applicable and to which they are not inconsistent with the standing rules of order and business of the Counci 1. Rule 12. Suspension of Rules. No rule of the Council shall be suspended without the concurrence of at least four (4) members of the Counci 1. Rule 13. Order of Business. The following shall be the order of business ot the Councll: (1) Reading the minutes (2) Award of the bids (3) Public Hearings (4) Communications and Petitions (5) Manager's Report (6) Public Works Director's Report (7) Old Business (8) New Business (9) Adjournment Rule 14. Paid Consultants and Advisors at Village Meetin s.
