<br />objections, and all written objections theretofore filed with <br /> <br /> <br />the Village Manager were presented and considered, and all such <br /> <br />objections were tabulated as follows: <br /> <br />Mr. RAYMOND, Village Manager, presented a letter from Mr. J.R. <br />Severson, Assistant Director of Property Taxes of the BURLINGTON <br />NORTHERN RAILROAD, 176 East Fifth Street, St. Paul, Minnesota. The <br />letter indicates that the railroad right of way in the improvement <br />has been assessed but that it has been the village policy in the past <br />not to assess operating right of way for storm sewer benefits. <br /> <br />MR. RAYMOND also presented a letter from Mr. John A. DesLauriers, <br />Chief Engineer for LAMETTI & SONS, INC., 2560 North Cleveland. <br />Mr. DesLauriers acknowledges that Lametti has no objection to <br />the assessments for sewer, watermain and right-of-way. Their objection <br />to the assessment for street construction is based on a memo written <br />to Mr. Lametti the day after the feasibility hearing to the effect <br />that their anticipated street assessment would be reduced by about <br />$20,000 because of MSA funds that would be used on the project. <br /> <br />MR. RAYMOND presented an alternate assessment method to the <br />Council - utilizing MEA Funds - and said that he had met with Mr. <br />Lametti and told him that the staff proposed to present this alternate <br />to the Council, which alternate would reduce his assessment. Mr. <br />Lametti said this coincided with his understanding of the matter <br />at the time of the feasibility hearing and appeared to be in <br />agreement. <br />
