<br />Rul e 8, <br /> <br />Rule 9. <br /> <br />Rule 10. <br /> <br />Rule II. <br /> <br />Rule 12, <br /> <br />Rule 13, <br /> <br />-2- <br /> <br />Petitions, MemorIals, etc Petitions, memorials and <br />other papers addressed to the C01mcil shall be presented <br />by the presiding officer or by a member in his place or <br />may be read by the recorder at the request of a member or <br />the presiding officer. All petitions ,memorials and other <br />communications which may be filed with or delivered to the <br />Manager prior to the meeting of the Council shall be brought <br />before the Council by saId Manager. <br /> <br />Vote. (1) Roll Call shall be called from the presiding <br />officer's right to his left except the pre- <br />siding officer shall vote last. <br /> <br />(2) Each individual's vote shall be entered in the <br />minutes, <br /> <br />(3) Any member may abstaIn from voting or disqualify <br />himself The reason for disqualification or <br />absentation must be stated by the member and <br />entered in the minutes. If a member disqualifies <br />hImself he may physIcally remove himself from the <br />room for consideratIon of the particular issue. <br /> <br />Ordinances <br /> <br />(1) It shall be the duty of the City Attorney to <br />prepare all ordinances on request of any <br />councilman, <br /> <br />(2) No ordinance shall be .mtroduced until it has <br />been appro \led as to form by the City Attorney. <br /> <br />(3) No ordinance shaLl be read before the Council <br />unless the same be introduced by and bear the <br />name of some member of the council. <br /> <br />(4) There shall be a delay of at least one week <br />between the InItIal presentation and final vote <br />of an ordinance if requested by a council mem rer. <br /> <br />Rules of Order c The rules of parliamentary practice embraced <br />In Roberts Rules of Order shall govern the council <br />procedure In cases ~o which they are applicable and <br />to which they are not lnconsistent with the Standing <br />Rules of Order and business of the COlUlcil. <br /> <br />Suspension of Rules, No rule of the council shall be <br />suspended without the concurrence of at least four <br />(4) members of the CounciL <br /> <br />Order of Business, The following shall be the order of <br />bUSIness of the COU11ell: <br /> <br />I. Reading the mInutes <br />2, Award of bids <br />3. Public Hearings <br />4" Communications and Petitions <br />5. Manager's Report <br /> <br />6. Public Works Director's <br />Report <br />7. Old Business <br />8. New Business <br />9. Adjournment <br />
