DOUGLAS CARNEY, attorney <br />for Allied Central stores: Presented a written objection to the <br />Council. He said Allied Stores is basically opposed to the entire <br />assessment on the grounds that there will be no benefits to the <br />property. The property is undeveloped and he thougttthe improve- <br />ment was probably requested by the property owners to the east <br />who, he understands, will use it for an apartment complex. Allied <br />Stores doesn't want the improvements and they are opposed to any <br />form of assessment for right of way that requires them to pay an <br />assessment prior to condemnation proceedings. <br />
