<br />Minutes of Meeting <br />of City Council <br />city of Roseville <br />Ramsey County, Minnesota <br />February 10, 1975 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br />of the City Council of the City of Roseville, Minnesota, was <br />held in the City Hall in said City on Monday, February 10, 1975, <br />at 7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Linebarger and <br />Councilmen Curley, Demos, Hess and Brennan; and the following <br />were absent: None. <br /> <br />Also present were Mr. James Andre, city Manager; Robert <br />Bell, City Attorney; Charles Honchell, City Public Works <br />Director; and Peter S. Popovich, City Bond Consultant. <br /> <br />MAYOR LINEBARGER: This now brings us down to our final <br />feasibility hearing which involves underground ornamental <br />street lighting on Heinel Drive, Sandy Hook Drive to Heinel <br />Drive East. I will ask the City Manager to present the legal <br />notices. <br /> <br />MR. ANDRE: I have the affidavit of publication and the <br />Certificate of Mailing Notice for Project 74-22. <br /> <br />MAYOR LINEBARGER: I will ask our Public Works Director <br />to present a summary of the ~provement. <br /> <br />MR. HONCBELL: Last October a petition was received from <br />the residents along Heinel Drive - approximately (inaudible) <br />percent requesting that street lights be installed on this road- <br />way. Those areas in purple are the ones that originally <br />petitioned for the project. Since that time we have received a <br />second petition in opposition to the project. I hope you can <br />see it. I assume those areas that are cross-hatched no longer <br />are in favor of the improvement. <br /> <br />MAYOR LINEBARGER: There are four lots that favor it? <br /> <br />MR. HONCBELL: Three or four left out of those that <br />petitioned. What I gather is that they do not wish this expense. <br />This is going to be rather difficult to explain, but I'll do the <br />
