<br />MR. KURT WOLKERSTORFER, 283 capitol View: Presented a <br />bill to the Council for $148 for flood damage to his house due <br />to the construction of the storm facility. Also commented on <br />a number of items on which he thought the construction had been <br />badly done. <br /> <br />MR. RAY McDONALD, 224l Marion: Also commented on the <br />damage done by the contractor. <br /> <br />MR. STANLEY PETRANEK, 285 Minnesota Avenue: Heus being <br />assessed for two buildable lots and said it's not possible to <br />build another house on his property. <br /> <br />MRS. VIOLA KEMPTNER, 280 Minnesota Avenue: Said there are <br />several families in the area whose only source of income is <br />Social Security. Asked if the ~~ carrying charge could be <br />waived or lowered. Mr. popovich explained the 1974 Minnesota <br />Statute whereby in cases of hardship senior citizens can apply <br />through the county assessor for forms that the assessor must <br />provide. At its discretion, the city may then defer the assess- <br />ment until such time as the property is sold or the people die. <br />At that time, the assessment and the interest would have to be <br />paid by the heirs or the subsequent purchaser. <br />
