HONCHELL: Partly because of the smallness of the pro- <br />ject, but primarily because your typical water assessment - you <br />assess both sides. You assess an east and a west side. In this <br />case there's no east side to assess. Therefore, the city has <br />to pay a contractor to build it and following the procedure that <br />(inaudible) established we were assessing that portion directly <br />between the lot lines of Minnesota and Woodbridge - not the <br />streets themselves but the property line. That portion of the <br />cost - plus you have two connections to make - one at each end <br />which is relatively expensive, and it's an eight inch main. <br /> <br />COUNCILMAN GRAUEL: Can Ban Con construct that cheaper under <br />its own contract1 <br /> <br />MR. HAGEN: I think we could add it to the existing contract <br />and maybe there is a way we can bid it to the city. And as you <br />said, it doesn't always save everybody money to go through the <br />bidding procedure. <br /> <br />COUNCILMAN HESS: Would it hurt the project if we laid it <br />over until the Bext meeting? <br /> <br />MR. HONCHELL: The only reason we're doing it now is - <br /> <br />COUNCILMAN conLEY: I will move the matter be taken under <br />advisement and be acted on at the next Council meeting. <br /> <br />COUNCILMAN HESS: Second. <br /> <br />All in favor; none opposed. <br /> <br />COUNCILMAN GRAUEL: What would the difference be, Charlie - <br />they have all of the property that's fronting on Rice street <br />which is part of their project and if they would undertake that <br />on their own and build it to village specifications and you do <br />the inspections, and if they can do it cheaper, what would be <br />the difference if they construct their own project and we assume <br />that project some time in the future as we have. <br /> <br />4 <br />
