Minutes of Meeting
of City Council
City of Roseville
Ramsey County, Minnesota
April 4, 1977

Pursuant to due call and notice thereof, a special meeting
of the City Council of the city of Roseville, Minnesota, was
h~ld in the City Hall in said City on Monday, April 4, 1977
at 7:30 o'clock p. m.

The following members were present: Mayor Demos, and
Councilmen Hess, Anderson, curley, and Grauel: and the following
were absent: None

Also present were Mr. James Andre, City Manager, Robert Bell,
City Attorney: Charles Honchell, City Public Works Director:
and Peter S. Popovich, City Bond Consultant.

MAYOR DEMOS: Now for the hearing on ST-76-7B - Langdon Lake -
County Road D to B-2, and 35W to Wheeler, and this was the result,
shall I say, of an agreement with people within the area that we
would do a complete study on this area.

MR. ANDRE: I have the affidavit of publication of the
Notice of Hearing and the Certificate of Mailing of the hearing
notices.

MR. HONCHELL: The first thing I'll caution you on is that
north is not up on this drawing. It didn't happen to fit, so if
you look at the north arrow, that end of the room is north. Here's
COUlity Road C: here's Fairview: here's Cleveland: County Road C-2:
and County Road D. I just want to make sure that everyone is
looking at the map the same way.

As was previously stated back at the time of some previous
hearings, there was considerable concern by all parties that
~angdon Lake be carefully reviewed to find out just what the water
quality is, and what the future may be holding for it. What some
of the impact of other areas are having on this body, just what
~roblems do exist in and around Langdon Lake in regard to the
drainage system, and 1111 try and keep my remarks to the drainage
system.
