Abstention: Mayor Dem:>s abstained as she was absent from the rreeting. MThRJI'ES B-1 Anderson MJved, Curley Seoonded, that Fesolution No" 6614 ordering Irrq:>roverrent W-77-25, watermain on TH 36 Service Road and Snelling Avenue be adopted. RESOLUI'rON NO. 6614 B- 2 Curley J.lbved, Kehr Seconded, that the public hearing on proposed Inprovement ST-77-23, stann sewer on the west side of Galtier Street, north of Larpenteur Avenue be continued until the special cotmcil rreeting of March 20 u 1978. Roll Call, A.yes: Curley, Kehr, Franke, Anderson and Iaros. Nays: None. PROJECT ST-77-23 B-3 Curley M:Jved, Franke Seconded, that E:i Cave & Sons request for rezoning fran R-l to R-4 and B-l-B and preliminary plat at 2489 Rice Street be approved with the follaNing conditions ~ ED CAVE & SOOS 1. '!hat the necessary utility easerrents and drainage systems be provided at no cost as required by the Public Works Director. 2. '!hat an additional fifty (50) feet of right-of-way be dedicated for Rice Street. 3. 'Ihat a walking easement be provide1 to the park through thE:; single family property at the north end of the proJ.X)Sed Marion Street. 4. 'Ihat the buildings be constructed to eliminate water problems inside and outside. 5. '!hat the buildings should follow the natural terrain and contour of the land and that the terrain and hard woods should be preserved as much as possible. 6. It is the desire of the Council that the quadraminiUlTls be comparable or better than the quadraminiums located on Highway 96 and built by Heiner Hares, And further, that a public hearing be established on the final plat for the ('..cuncil rreeting of l>1arch 27, 1978.
