<br />Extract of ~tinutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />Held: August 15, 1978 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br />of the City Council of the City of Rosevi11e, Minnesota, was <br />dUly held in the City Hall in said City on Tuesday, the 15th day <br />of August, 1978, at 7:30 o'clock p.m. <br />The following members were present: Mayor Demos and <br />Councilmen Anderson, Curley, Franke and Kehr~ and the following <br /> <br />were absent: None. <br /> <br />Also in attendance were: James F. Andre, City Manager; <br />Charles Honchell, City Public Works Directorr Doug Strong of the <br />City Publio Works Department; and Peter S. Popovich of Peterson, <br />Popovioh, Knutson & Flynn, City Bond Consultants. <br />The City Manager presented an affidavit Showing pUblication <br />of notice of hearing on the proposed assessment for Improvement <br /> <br />No. M-77-S in the Roseville Sun on July 26, 1978, whioh affidavit <br /> <br />was examined, found satisfactory, and ordered placed on file. <br /> <br />The Manager also exhibited a Certificate of Mailing Notice of <br />Hearing to all affected property owners. <br />After brief presentations by the Public Works Director and <br />City Bond Consultant, the Mayor announced that the meeting was <br />open for the consideration of objections, if any, to said pro- <br />posed assessment. All persons present were then given the <br />opportunity to present oral objections, and all written objec- <br />tions theretofore filed with the City Manager were presented <br />
