<br />Extract of fUnutes of f1eeting <br />of City Council <br />City of Roseville <br />Ramsey County, ainnesota <br /> <br />Held; August l5, 1978 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br /> <br />of the City Council of the City of Rosevi11e, ~tinnesota, was <br /> <br />duly held in the City Hall in said City on TuesdaYr the l5th <br />day of August, 1978, at 7;30 o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br />Councilmen Anderson, Curley, Franke and Kehr; and the following <br />were absent: None. <br /> <br />Also in attendance were~ James Fo Andre, City Manager; <br /> <br />Charles Honchell, City Public ~'lorks Director;; Doug Strong of <br />the City Public Works Department; and Peter S. Popovich of <br /> <br />Peterson, Popovich, Knutson & Flynn, City Bond Consultants. <br /> <br />The City Manager presented an affidavit showing publica- <br />tion of notice of hearing on the proposed assessment for <br /> <br />Improvement No. UL-77-9 in the Roseville Sun on July 26, 1978, <br /> <br />which affidavit was examined, found satisfactory, and ordered <br /> <br />placed on file. The fl.lanager also exhibited a Certificate of <br />~1ailing Notice of Hearing to all affected property owners. <br /> <br />After brief presentations by the Public Works Director <br />and City Bond Consultant, the Hayor announced that the meeting <br /> <br />was open for the consideration of objections, if any, to said <br />proposed assessment. All persons present were then given the <br />opportunity to present oral objections, and all written <br /> <br />objections theretofore filed 'I;]i th the City Hanager were pre- <br />
