Consideration will be given to the availability and use of Environmental <br />Remediation grants. <br /> <br />WHEREAS, on August 9, 2004 the City Council further authorized and directed <br />staff to work with Rottlund Homes to further develop and refine for future Planning <br />Commission and City Council consideration and action a redevelopment land use plan for <br />Twin Lakes that includes a mixture of land uses including housing, office and retaiL <br /> <br />WHEREAS, on August 9,2004 the City Council further approved the enactment <br />of Ordinance No. 1309 entitled, tlAn Interim Ordinance Adopting a Development <br />Moratorium for Properties located within the Twin Lakes Master Plan Area." <br /> <br />WHEREAS, on September 20, 2004 the City Council held a public hearing to gain <br />public comment regarding the public finance assistance for the redevelopment of Twin <br />Lakes. <br /> <br />WHEREAS, on September 27,2004 the City Council adopted a resolution <br />indicating the Rottlund had achieved the activities associated outlined in the exclusive <br />negotiation agreement by September 30, 2004 which was required to continue the <br />agreement. <br /> <br />WHEREAS, on Friday, October 22,2004, the Friends of Twin Lakes (Petitioner) <br />submitted to the Environmental Quality Board (EQB) a Petition for an Environmental <br />Assessment Worksheet (EA W Petition) pertaining to Phase I of the master planned <br />project (the Project) proposed by the Rottlund Companies (Rottlund) in the general <br />vicinity of County C, Cleveland, C-2, and Fairview Avenues in Roseville, Minnesota. <br /> <br />WHEREAS, on Monday, October 25,2004, the EQB referred the EA W Petition to <br />the City of Roseville for a decision as the Responsible Government Unit (RGU) under <br />state law. <br /> <br />WHEREAS, on November 8, 2004, pursuant to the advice of the City Attorney, <br />the Roseville City Council adopted certain procedures for addressing the EA W Petition, <br />which procedures included opportunities for written submissions by the Petitioner, <br />Rottlund, and the general public, as well as a hearing process. <br /> <br />WHEREAS, on November 22,2004, the City Council at its regular council <br />meeting received testimony from the Petitioner, Rottlund, and city staff concerning their <br />positions on the allegations raised by the Petition. <br /> <br />10 <br />
