<br />2 <br /> <br />One of the features of this job is because the state was also <br />doing some work on Snelling Frontage Road, their portion of the <br />project came slightly east of Asbury so there was no paving cost <br />to the City even though it's on C-2 it was not included as any <br />of the project as far as total cost or assessments, so looking <br />at the paving portion, we have curb, gutter and paving, but again, <br />since most of the property is single family, they are not <br />involved in a paving assessment. <br /> <br />We do have a part of the church property which is within <br />the City project, and since they are a tax exempt ownership, <br />as per the City Policy, they are on the assessment roll. <br /> <br />The other feature of this is that there's an existing lot <br />on the southwest corner of Hamline and County Road C-2 and <br />(inaudible) to set the area up for a more intensive use of this <br />large lot, that existing utilities were added to (inaudible) <br />through the addition of four water services and five sanitary <br />sewer services. These services were put in to take care of <br />anticipated, or at least possible future use of the land <br />although an existing single family home does sit on the parcel. <br /> <br />The major cost of the storm drainage is to construct a <br />facility that is within this area and gets picked up as well <br />by the state (inaudible) Portions of the area already had <br />storm drainage, namely to the east, and had been previously <br />assessed. <br /> <br />The area within the dash line boundary shown on this par- <br />ticular overhead, shows those areas that drain to facilities that <br />pick up the water in this project and ultimately go to this pond <br />and have not previously been assessed for storm drainage. <br />That's why you notice there are a couple lots here that their <br />water gets into the pond, and part of the senior citizen develop- <br />ment does, but they have already been assessed and they are not <br />included in this assessment boundary area. <br /> <br />The area in red - or the red lines - indicate those portions <br />of the storm drain that were built by the City. The portions <br />in green, continuing down the service road to the pond and the <br />outlets to the pond, were put in by the State, but with the City <br />being charged its share of the construction because we're con- <br />tributing water to that pipe as well as the state right-of-way <br />so we were charged our share. <br /> <br />The last portion of this project is the sidewalk, and maybe <br />if we can start at the top, at the time that the frontage road <br />was proposed by the State, in keeping with our policy of pro- <br />viding the way for the non-motorized vehicles, a five foot <br />concrete sidewalk was built through the state contract from C-2 <br />down to the area directly opposite the pond, and in this area, <br />since they anticipate future development, they put in asphalt <br />and that will be (inaudible) by the state after the settlement <br />occurs.
