<br />4 <br /> <br />MR. HONCHELL replied that the records of the Public Works <br />Department do not indicate that Mr. Steiner's property had <br />previously been assessed for storm sewer, but that he would <br />re-check. <br /> <br />MR. STEINER then asked the number of feet on which his <br />sidewalk assessment is based. Mr. strong replied that it was <br />32 feet. Mr. Steiner pointed out that he could have sold the <br />property to the state for $1,000, and the assessment is now <br />in excess of that. <br /> <br />MR. STANLEY LINDBERG, 2850 Snelling: Asked why the sidewalk <br />assessment had nearly doubled since the time of the feasibility <br />hearing. Mr. Honchell explained that the State of Minnesota had <br />let the contracts, and the bids carne in much higher than <br />anticipated. He also explained that since the property is not <br />zoned RI it's subject to the assessment. Mr. Lindberg commented <br />that since the sidewalk project wouldn't have been necessary <br />except for the housing property south of his property, he felt <br />it should be assessed the people it's provided for. He also said <br />that the State had taken more of his property than they paid for. <br /> <br />MAYOR DEMOS suggested that perhaps the sidewalk assessment <br />could be lowered since it was so much higher than originally <br />anticipated. <br /> <br />MR. POPOVICH explained that the City cannot drop below <br />20% of the total project being assessed. Mr. Honchell said he <br />and his staff would check all of the figures and report back to <br />the Council on September 8. <br /> <br />MRS. FRANK URBAN, 2942 Arona: Is being assessed only for <br />storm sewer. Asked if they might have a curb improvement in the <br />future. Mayor Demos replied that they would have to petition for <br />it. <br /> <br />MR. RON REILLY, representing the Centennial Church: Asked <br />why the church has to pay a sidewalk assessment since the <br />sidewalk is not adjacent to church property. Mayor Demos <br />explained that the church is considered adjacent to the sidewalk <br />since the intervening boulevard is maintained by the City. <br /> <br />MR. LE ROY BERTLIN, 2916 North Pascal: Asked a question <br />about street construction. <br /> <br />No one else wished to be heard. <br /> <br />Mayor Demos declared the hearing closed, and Councilman <br />Anderson moved that the adoption of the proposed assessment be <br />continued to September 8, 1980 at 7:30 o'clock p. m. The <br />motion was seconded by Councilman Curley and the following voted <br />in favor thereof: All; and the following voted aginst: None. <br />The motion carried. <br />
