2

cul-de-sac on Western to (inaudible) and a completion of the
watermain, again from the dead end on Wagner to Western Avenue,
and once again, the various services necessary to provide access
to those parcels of the development.

MR. POPOVICH: This project cost $29,108. Assessments
will pick up $21,309.74, and general taxes $7,798.48. Sanitary
sewer will be $22.45 a front foot - one lot that will be
assessed at the old $10 a front foot because of an old policy
the City had.

Services will be $1,480.93 for three services, and water
$25.62 a front foot. The two water services are $496.94 each,
all spread over 20 years with the normal interest rate carrying
charge and the right to prepay.

There were no written communications.

MAYOR DEMOS: I would like to ask - this was a long lengthy
procedure involving two or three meetings. Is this assessment
what was agreed to by the Council.

MR. HONCHELL: At the time of the meeting, as I indicated
previously, we went into the meeting talking about cul-de-sacs
and came out talking about two utility improvements. Since it
was not possible to foresee that occuning, estimates were done
by me on hhe back of an envelope at the time. Amazingly, they
came almost right on as far as the total costs as to what was
anticipated that evening and told to the people as far as this
particular {inaudible} was concerned. On a lot by lot basis
they're not quite the same, but on a total cost basis they are.

Mayor Demos announced that the meeting was open for the
consideration of objections,if any, to said proposed assessment.
All persons present were given the opportunity to present oral
objections.

No one appeared to be heard.

Mayor Demos declared the hearing closed, and Councilman
Kehr moved that the adoption of the proposed assessment be
continued to September 8, 1980 at 7:30 o'clock p. ffi. The
motion was seconded by Councilman Franke and the following voted
in favor thereof: All; and the following voted against: None.
The motion carried.
