<br />2 <br /> <br />The storm drainage is within the dashed area as shown, <br />with actual drains being constructed along Dale and along <br />Iona. The boundary line, you notice, is rather irregular <br />and also away from some of the improvements proper, so you <br />have the top of the hill and the bottom of the hill. This <br />line is irregular for the reason there were previous storm <br />sewer improvements just to the west and this line corresponds <br />to the boundary line between those areas that were assessed <br />for storm drains to the west and those that weren't that are <br />within the area. Water does get into the City's recent <br />construction facility and as such, is normally considered part <br />of a storm sewer assessment project. <br /> <br />MR. POPOVICH: This total improvement composed of the <br />storm sewer and street program, as the engineer said, <br />$17,700 will be raised by assessments on the storm sewer <br />part and $6475 assessments on the street. The storm sewer <br />will have our normal policy of $295 per residential buildable <br />lot, and $590 for the other types of zoning. On the street <br />portion, since it's State Aid involved, the residential <br />property won't be assessed, but the school will be at $51.81 a <br />front foot over 20 years with the usual carrying charge. <br /> <br />MR. NORTH reported that a letter had been received from <br />MR. JAMES ARMBRUST, 629 lona Lane, accompanied by a Certificate <br />of Value. Mr. Armbrust said that directly or indirectly the <br />assessment is paid for by the purchaser, and the proposed <br />assessment is in addition to what he previously paid as part <br />of the purchase price of the property. Mr. North indicated <br />that records show that no assessment has been paid for storm <br />sewer, but that the VA form accompanying the letter showed that <br />it had. He further said that the City has no way of knowing <br />how the VA Department concluded that. <br /> <br />MR. HONCHELL said that at the time of the feasibility <br />hearing several people in the area indicated that they had <br />already been assessed for storm drainage - which mayor may not <br />have been based on information given to them by the seller. <br />Mr. Honchell said his department looked into the matter then <br />and again before the assessment proceedings were completed, <br />and according to their records, that area has not been assessed <br />for storm sewer under any other improvement. Mr. Honchell <br />further said there are storm drains for the interior in what's <br />called the overall subdivision, but this portion of the land was <br />not a party of that. <br /> <br />MR. HARLEN TORGERSON, 646 Terrace Drive: Discussed a <br />problem of his driveway apron sinking. Mr. Honchell said he <br />would look into the matter. <br /> <br />MR. PAT DONNELLY, 645 Terrace Drive: Asked why there are <br />only a few lots being assessed for the storm sewer, one of <br />which belongs to him. Mr. Honchell explained that the homes to <br />the west were previously assessed. <br />
