<br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />November 17, 1980 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />held in the City Hall in said City on Monday, November 17, 1980, <br /> <br />at 7:00 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Curley, Kehr and Franke; and the following were <br /> <br />absent: One Vacancy. <br /> <br />Also present were James F. Andre, City Manager; Robert Bell, <br /> <br />City Attorney; Charles Honchell, City Public Works Director; and <br /> <br />Peter s. Popovich, City Bond Consultant. <br /> <br />MAYOR DEMOS: The next hearing is P-80-l6, Oxford Street <br />from Woodhill Drive to County Road C-2, and Judith Avenue from <br />Oxford to Aglen Street, paving, curb and gutter. <br /> <br />MR. ANDRE: We have the certificate of mailing and affidavit <br />of publication for this project on file. <br /> <br />. MR. HONCHELL: This particular project is also the recon- <br />struction of a residential roadway. It was petitioned for by <br />52.5% of the property owners at the time of the request for the <br />study. I might note that since that time the City has 'been con- <br />tacted by various peop~e signing the petition so it's now less <br />than 30% of the original petition. <br /> <br />The petition called for the reconstruction of Oxford from <br />Woodhill Street to County Road C-2 and with that work, as part <br />of the City's policy of not leaving tag-end side streets which <br />would never be petitioned for and never be improved, the short <br />portion of Judith from Oxford to Aglen was included as part of <br />this project. <br /> <br />The existing roadway varies somewhat in width. Generally <br />speaking, it's 23 to 26 feet wide. It's mostly on the east half <br />of the right-of-way that exists. I might also note that this <br />particular road has a varying right-of-way wid~1. Most of the <br />
