<br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />November 17, 1980 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br />held in the City Hall in said city on Monday, November 17, 1980, <br /> <br />at 7:00 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and Council- <br /> <br />men Curley, Kehr and Franke; and the following were absent: <br /> <br />One Vacancy. <br /> <br />Also present were James F. Andre, City Manager; Robert <br /> <br />Bell, City Attorney; Charles Honchell, City Public Works Director; <br /> <br />and Peter S. Popovich, City Bond Consultant. <br /> <br />r~YOR DEMOS: This hearing is for Improvement P-79-2l, <br />Long Lake Road from County Road C to Terminal Road and Terminal <br />Road from Long Lake Road to Minnesota Transfer Railroad, paving, <br />curb and gutter. <br /> <br />MR. ANDRE: We have the certificate of mailing and affidavit <br />of publication for this project on file. <br /> <br />MR. HONCHELL: This particular project is for both Long Lake <br />. Road and Terminal Road. As most of you know, that roadway is <br />already improved and is a 4-lane road from County Road C all the <br />way over to Walnut. This particular project proposes. to end at <br />the railroad just east of St. Croix. This road was originally <br />constructed in 1963 and at that time it had the interval curb <br />and gutter constructed with it and there are some retaining <br />walls built here along the west side of Long Lake Road. It is a <br />concrete roadway and has experienced problems for a number of <br />years. <br /> <br />I guess one other thing I should state is that this was not <br />petitioned for but is part of the City of Roseville capital <br />improvement program with MSA streets, and is on that program with <br />a high priority. <br /> <br />The roadway involved has been measured by a consulting firm <br />to try and find out just what is occurring on the roadway. <br />It has been found that there are rather extensive differences <br />between the individual slabs of a quarter of an inch slab to <br />
