COUNCILMAN FRANKE: (Inaudible) we let out the bid and I'm of the opinion that a dollar difference spread over 15 years isn't a lot to do it. I'd like to say something about curbing. We hear so much about it and this aesthetic value of having streets without curbs and we have had a number of requests to do a number of streets (inaudible) who didn't want the program and gradually we have had one petition after another - we do want a street. I'm wondering if some of you people who say I don't want curb, I don't want to be in St. Paul - if you drove down some of our streets - for example, Skillman. There was a lot of objection to Skillman and we gave those people many hearings and did the street. I don't feel the curbs spoil the aesthetic value,and you have to remember if you don't have the durb the water will seep under your road and eat it away and that takes more tax money. It's like sending good money after bad, but I think when you talk about looking like St. Paul, but we wouldn't. In St. Paul they also have sidewalks. I live on County Road B and it was a nice little country road when I moved out here and I built there because I thought I'll always be plowed, and I've been torn up four times. I now have a four-lane street with curbs and gutters so all you people can get to Bridgeman's, Burger Chef, Target, so when we moved into Roseville we (inaudible) Roseville has grown and the people out here demand services, but if you drive some of these streets, Skillman in partiCUlar, I don't think we lose that country look or the rural look, but we do have good streets and people come through and say, gee, we have a nice city. I think it's the sidewalks that make it look citified.
