<br />2 <br /> <br />that the road would be going into the center to line up with <br />that portion to the east. <br /> <br />I don't know if Mr. Popovich is going to get into it, but <br />for purposes of discussion, the city Council general policy on <br />assessing indicates that new plats and subdivisions are to pay <br />(inaudible) in providing roadways, sewer, water, etc. and to pay <br />the entire cost of those. Our policy says that that would result in <br />the homes on the south side and the lots on the south side being <br />assessed at 100%. The homes on the north side, being in existence <br />for several years, would qualify for the 25% rate. <br /> <br />COUNCILMAN KEHR: What percentage of people living on that <br />street petitioned for it? <br /> <br />MR. ANDRE: 33%. <br /> <br />MR. HONCHELL: 33% counting all the vacant property on the south. <br /> <br />MR. DOUG STRONG, City Public Works Department: 37% was the <br />petition. <br /> <br />MR. HONCHELL: That's 37% and it's all but two of the people <br />on the north side. <br /> <br />COUNCILMAN KEHR: How many people live there? <br /> <br />MR. HONCHELL: I think eight. <br /> <br />COUNCILMAN KEHR: And how many on the south side? <br /> <br />MR. HONCHELL: Eight lots on the south. <br />COUNCILMAN KEHR: How many people living there? <br /> <br />MR. HONCHELL: I believe three lots that are built on. <br /> <br />COUNCILMAN KEHR: Did they sign? <br /> <br />MR. HONCHELL: NO, they did not. <br /> <br />COUNCILMAN KERR: In other words, you have six in favor. <br /> <br />MR. HONCHELL: I guess 8 lots plUS 3 makes 11 homes. I don't <br />know if all of those on the south side are occupied, but there are <br />three homes there. <br /> <br />MR. ANDRE: The petition is 33% of the property owners. <br /> <br />MR. HONCHELL: Counting the vacant property. <br /> <br />MR. ANDRE: So it would require four votes. <br /> <br />COUNCILHAN KERR: Is that vacant property owned by a single <br />person, or who? <br /> <br />MR. HONCHELL: To our knowledge it's owned by a single owner. <br />
