Extract of Minutes of Meeting of City Council City of Roseville Ramsey County, Minnesota November 17, 1980 Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Roseville, Minnesota, was held in the City Hall in said City on Monday, November 17, 1980, at 7:00 o'clock p. m. The following members were present: Mayor Demos and Councilmen Curley, Kehr and Franke; and the following were absent: One Vacancy. Also present were James F. Andre, City Manager; Robert Bell, City Attorney; Charles Honchell, City Public Works Director; and Peter S. Popovich, City Bond Consultant. MAYOR DEMOS: This hearing is on Improvement P-sT-80-2l, Burke Avenue from Hamline to Pascal Avenue and Pascal Avenue from Burke Avenue to County Road B, paving, curb and gutter and storm sewer. MR. ANDRE: We have the certificate of mailing and affidavit of publication for this project on file. MR. HONCHELL: Once again we have an improvement as a result ot a petition from property owners involved. In this case, it's Burke Avenue between Hamline on the east and Pascal on the west. Again, as part of the City's policy of trying to address the so-called stub~in side streets, Pascal Avenue from Burke to County Road B is included in the consideration. Also, this particular area does not have storm drainage serving the streets themselves. There is an existing storm drain that goes along the edge of the right-of-way that was put in at the time Har-Mar was developed, but this merely picks the water up after it has run the entire length of both the roadways. The petition was signed by some 57% of the people as far as the paving area is concerned. Because of the fact that our preliminary indications show that the properties along County Road B drain to the rear and come down into (inaudible) taking the storm drainage into account which is approximately 43% of the parcels involved that signed the petition.
