<br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />November 17, 1980 <br /> <br />Pursuant to due call and notice thereof, a special meeting of <br /> <br />the City Council of the City of Roseville, Minnesota, was held in <br /> <br />the City Hall in said City on Monday, November 17, 1980, at 7:00 <br /> <br />o'clock p. m. <br /> <br />The following members were present: Mayor Demos and Councilmen <br /> <br />Curley, Kehr and Franke; and the following were absent: One <br /> <br />Vacancy. <br /> <br />Also present were James F. Andre, City Manager; Robert Bell, <br /> <br />City Attorney; Charles Honchell, City Public Works Director; and <br />Peter S. Popovich, City Bond Consultant. <br /> <br />MAYOR DEMOS: This hearing is on Improvement P-sT-80-2l, Burke <br />Avenue from Hamline to Pascal Avenue and Pascal Avenue from Burke <br />Avenue to County Road B, paving, curb and gutter and storm sewer. <br /> <br />MR. ANDRE: We have the certificate of mailing and affidavit <br />of publication for this project on file. <br /> <br />MR. HONCHELL: Once again we have an improvement as a result <br />ot a petition from property owners involved. In this case, it's <br />Burke Avenue between Hamline on the east and Pascal on the west. <br />Again, as part of the City's policy of trying to address the <br />so-called stub~in side streets, Pascal Avenue from Burke to <br />County Road B is included in the consideration. Also, this <br />particular area does not have storm drainage serving the streets <br />themselves. There is an existing storm drain that goes along the <br />edge of the right-of-way that was put in at the time Har-Mar was <br />developed, but this merely picks the water up after it has run the <br />entire length of both the roadways. The petition was signed by <br />some 57% of the people as far as the paving area is concerned. <br /> <br />Because of the fact that our preliminary indications show <br />that the properties along County Road B drain to the rear and <br />come down into (inaudible) taking the storm drainage into account <br />which is approximately 43% of the parcels involved that signed the <br />petition. <br />
