<br />Regular Meeting of the City Council, February 23,1981.

<br />The City Council met on the above date with the following
<br />members present: Acting Mayor Franke, Councilmen Curley,
<br />Johnson and Kehr. Absent: Mayor Demos.
<br />
<br />A-1 Kehr Moved, Johnson Seconded, that the minutes of the
<br />meeting of February 9,1981, be approved. Roll Call,
<br />Ayes: Curley, Johnson, Kehr and Franke. Nays: None.
<br />
<br />B-1 Curley Moved, Kehr Seconded, that Resolution No. 7104
<br />approving the construction of Albert Street from Brenner
<br />to Lydia Avenue, Project P-8l-2, be adopted. Roll Call,
<br />Ayes: Curley, Johnson, Kehr and Franke. Nays: None.
<br />
<br />Kehr Moved, Curley Seconded, that Resolution No. 7105
<br />combining Projects P-80-18, P-80-34, P-80-35 and P-81-2
<br />into one single project be adopted. Roll Call, Ayes:
<br />Curley, Johnson, Kehr and Franke. Nays: None.
<br />
<br />C-l Johnson Moved, Kehr Seconded, that a Council Work Session
<br />be established for immediately following the meeting for
<br />the purpose of reviewing the bikeway grant projects. Roll
<br />Call, Ayes: Curley, Johnson, Kehr and Franke. Nays: None.
<br />
<br />E-l Curley Moved, Kehr Seconded, that the resolution opposing
<br />the reallocation of Fire State Aid to any purpose other than
<br />presently mandated be adopted. Roll Call, Ayes: Curley,
<br />and Kehr. Nays: Johnson and Franke. (Motion failed
<br />because of a tie vote).

<br />E-2 Curley Moved, Kehr Seconded, that the City Attorney be
<br />instructed to seek an Attorney General 's Opinion on
<br />whether the City of Rosevi11e can hire an outside independent
<br />contractor to manage the Roseville Municipal Liquor store,
<br />and pay such contractor on a commission basis. Roll Call,
<br />Ayes: Curley, Johnson, Kehr and Franke. Nays: None.

<br />E-3 Curley Moved, Kehr Seconded, that a public hearing be
<br />established for the meeting of March 23, 1981, to consider
<br />Gordon Pitt's application for on-sale and special Sunday
<br />liquor licenses at 2100 North Snelling Avenue. Roll Call,
<br />Ayes: Curley, Johnson, Kehr and Franke. Nays: None.
<br />
<br />E-4 Curley Moved, Kehr Seconded, that a public hearing be
<br />established for the meeting of March 23, 1981, to consider
<br />the miscellaneous zoning ordinance amendments. Roll Call,
<br />Ayes: Curley, Johnson, Kehr and Franke. Nays: None.
<br />
<br />E-5 Johnson Moved, Kehr Seconded, that the date of March 9,
<br />1981, be established to review Minnesota Department of
<br />Transportation plans for the upgrading of TH 36 at
<br />Lexington and Dale Streets. Roll Call, Ayes: Curley,
<br />Johnson, Kehr and Franke. Nays: None.
