Extract of Minutes of Meeting
of City Council
City of Roseville
Ramsey County, Minnesota

Held: August 10, 1981

Pursuant to due call and notice thereof, a ,regular meeting

of the City Council of the City of Roseville, Minnesota, was duly

held in the City Hall in said City on Monday, August 10, 1981,

at 7:30 o'clock p.m.

The following members were present: Mayor Demos and

Councilmen Franke, Kehr and Johnson; and the following was ab-

sent: Councilman Curley.

Also in attendance were James F. Andre, City Manager;

Charles Honchell, City Public Works Director; Doug Strong of the

City Public Works Department; Robert Bell of Peterson, Bell and

Converse, City Attorneys; and Peter S. Popovich of Peterson,

Popovich, Knutson & Flynn, City Bond Consultant.

Mr. Andre presented an affidavit showing publication of

Notice of Hearing on the proposed assessment for Improvement No.

SS-W-P-77-3B in the Roseville Sun on July 22, 1981, which affi-

davit was examined, found satisfactory, and ordered placed on

file. Mr. Andre also exhibited a Certificate of Mailing Notice

of Hearing to all affected property owners.

MR. HONCHELL: This project is for the construction of
curb and gutter, asphalt paving, a small portion of sanitary
sewer, watermain services and sanitary sewer services on County
Road C-2 from Merrill Street to Fernwood. It has likewise been the practice of the City to assess
new subdivisions - whether adjacent to M. S .A. streets or any other
streets, if necessary for their development - the entire cost of
those improvements. In this case, the north half of the street
