<br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />Held: August 10, 1981 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br />. <br /> <br />of the City Council of the City of Roseville, Minnesota, was duly <br /> <br />held in the City Hall in said City on Monday, August 10, 1981, at <br /> <br />7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilman Franke, Kehr and Johnson; and the following was ab- <br /> <br />sent: Councilman Curley. <br /> <br />Also in attendance were James F. Andre, City Manager; <br /> <br />Charles Honchell, City Public Works Director; Doug Strong of the <br /> <br />City Public Works Department; Rogert Bell of Peterson, Bell and <br /> <br />Converse, City Attorneys; and Peter S. Popovich of Peterson, <br /> <br />Popovich, Knutson & Flynn, City Bond Consultants. <br /> <br />Mr. Andre presented an affidavit showing publication of <br /> <br />Notice of Hearing on the proposed assessment for Improvement No. <br /> <br />UL-80-l2 in the Roseville Sun on July 22, 1981, which affidavit <br /> <br />was examined, found satisfactory, and ordered placed on file. <br /> <br />Mr. Andre also exhibited a Certificate of Mailing Notice of <br /> <br />Hearing to all affected property owners. <br /> <br />MR. HONCHELL: This project was for the construction of a <br />street light at Oxford and County Road C. The parcels involved <br />are the apartment complexes on the east side of Oxford and the <br />four parcels on the west side of Oxford. At the time of the <br />feasibility study, we had indicated that in the view of the <br />staff, these four parcels should have the assessments deferred <br />at the time of the assessment hearing because, if you're familiar <br />with the area, there is a low, swampy, ponding location at that <br />site and the DNR has declared that a wildlife area which, there- <br />fore, they cannot have filled to develop home sites.
