Extract of Minutes of Meeting of City Council City of Roseville Ramsey County, Minnesota Held: August 10, 1981 Pursuant to due call and notice thereof, a regular meeting . of the City Council of the City of Roseville, Minnesota, was duly held in the City Hall in said City on Monday, August 10, 1981, at 7:30 o'clock p.m. The following members were present: Mayor Demos and Councilmen Franke, Kehr and Johnson; and the following was ab- sent: Councilman Curley. Also in attendance were James F. Andre, City Manager; Charles Honchell, City Public Works Director; Doug Strong of the City Public Works Department; Robert Bell of Peterson, Bell and Converse, City Attorneys; and Peter S. popovich of Peterson, Popovich, Knutson & Flynn, City Bond Consultants. Mr. Andre presented an affidavit showing publication of Notice of Hearing on the proposed assessment for Improveme~t No. M-80-15 in the Roseville Sun on July 22, 1981, which affidavit was examined, found satisfactory, and ordered placed on file. Mr. Andre also exhibited a Certificate of Mailing Notice of Hearing to all affected property owners. MR. HONCHELL: This project was for the upgrading of the alley that runs from - I'm not sure how to say this - the eastern portion of Woodruff, around between the homes and back down to the eastern portion, around to the western portion of Woodruff. The alley was put in, not as a City street, not as a typical City improvement to the degree that the City would not be involved in maintaining this alley in the future. That was what was told to the people before the improvement was done and that was the understanding. It was only a 12 foot wide facility. There was no curb and gutter provided. Essentially Sheet run- off rather than having the normal water collection technique.
