<br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />Held: August 10, 1981 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />duly held in the City Hall in said City on Monday, August 10, <br /> <br />1981, at 7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Franke, Kehr and Johnson; and the following was ab- <br /> <br />sent: Councilman Curley. <br /> <br />Also in attendance were James F. Andre, City Manager; <br /> <br />Charles Honchell, City Public Works Director; Doug Strong of the <br /> <br />City Public Works Department; Robert Bell of Peterson, Bell and <br /> <br />Converse, City Attorneys; and Peter S. Popovich of Peterson, <br /> <br />Popovich, Knutson & Flynn, City Bond Consultants. <br /> <br />Mr. Andre presented an affidavit showing publication of <br /> <br />Notice of Hearing on the proposed assessment for Improvement No. <br /> <br />P-79-2 in the Roseville Sun on July 22, 1981, which affidavit <br /> <br />was examined, found satisfactory, and ordered placed on file. <br /> <br />Mr. Andre also exhibited a Certificate of Mailing Notice of <br /> <br />Hearing to all affected property owners. <br /> <br />MR. HONCHELL: This is another M.S.A. project, this one <br />being the construction of curb, gutter and paving on Skillman <br />from Fairview to Snelling and again, being an M.S.A. road, the <br />City's policy is that all of the single family and duplex lots <br />that are already developed adjacent to this improvement, as an <br />M.S.A. project, would not be assessed. We did add all of the <br />assessable footage, however, together, to get a so-called <br />typical front foot assessment~ In the area shaded greenish- <br />blue are those areas that are commercial. They are not R-l and <br />R-2, rather than going into all the zoning. They're either com- <br />mercial or they're apartments. Now that you're all experts on <br />
