<br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />Held: August 12, 1981 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was duly <br /> <br />held in the City Hall in said City on Wednesday, August 12, 1981, <br /> <br />at 7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Franke and Kehr; and the following were absent: <br /> <br />Councilmen Curley and Johnson. <br /> <br />Also in attendance were Steve North, Assistant City Manager; <br /> <br />Charles Honchell, City Public Works Director; Doug Strong of the <br /> <br />City Public Works Department; and Peter S. Popovich of Peterson, <br /> <br />Popovich, Knutson & Flynn, City Bond Consultants. <br /> <br />Mr. North presented an affidavit showing publication of <br /> <br />Notice of Hearing on the proposed assessment for Improvement No. <br /> <br />SS-W-P-79-3 in the Roseville Sun on July 29, 1981, which affi- <br /> <br />davit was examined, found satisfactory, and ordered placed on <br /> <br />file. Mr. North also exhibited a Certificate of Mailing Notice <br /> <br />of Hearing to all affected property owners. <br /> <br />MR. HONCHELL: This project covers improvements that were <br />along County Road B-2 between Lexington and Oxford in the form <br />of water services, shown in blue on the wall, and sewer services, <br />shown in red. Also in this project was the construction of <br />bituminous paving, concrete curb and gutter on Oxford from <br />County Road B-2 to the rear of the recently improved Michels- <br />Sheets Evergreen Estates subdivision. A watermain was constructed <br />and an extension of the sanitary sewer was constructed, as well <br />as additional utility services for these lots. At the time the <br />plat was being developed, the developer requested the City to <br />take all of the costs involved and spread them equally among all <br />the lots in the subdivision, with the exception of Lot 1, which <br />
